A Community Preservation Fund (CPF) is a way for New York’s towns and cities to preserve the rich tapestry of natural and historical beauty that makes each community unique. CPFs allow municipalities to protect their local open spaces, natural resources, farmland, and historic sites, funded by a small, one-time fee on local property sales. Passed in 2007, the Hudson Valley Community Preservation Act (HVCPA) authorizes municipalities in Westchester, Putnam, and Ulster Counties to establish a CPF. Scenic Hudson is hosting a specialized two-day training conducted by The Campaign Workshop for municipalities in these counties to understand the process of establishing a CPF from planning to ballot measure.
Highlights of the agenda include:
- What is a CPF?
- Making a go/no-go decision
- Case studies from other municipalities that have passed CPFs
- Developing a campaign plan/campaign messaging
- Fundraising and budgeting for your campaign
The purpose of this training is to educate anyone who is interested in or considering this valuable conservation finance mechanism.
